The government has incurred a loss of Tk 2,148 crore due to the inability of Chittagong Fertilizer Limited (CUFL) to produce fertilizer this year. Due to various irregularities and corruption, nepotism, and negligence of duty by its MD Mizanur Rahman, the company has become a loss-making sector day by day.
Urea fertilizer production was shut down from February 7 to December 19 last year, citing gas supply shutdown as the reason. Despite trying to restart it four times, the company was forced to shut down due to mechanical faults.
Although the factory was shut down on the pretext of gas shortage, after 9 months, after Adilur Rahman Khan, Advisor to the Ministry of Industries of the current government, ensured gas, it was reopened on October 15, but it was closed again on the same day due to mechanical faults. After that, the authorities failed to restart it three more times. The factory was finally reopened on December 19. However, several important parts, including the scale, are still not operational. As a result, the company is afraid of being shut down again at any time.
Even though the factory was closed for 9 months, the ammonia plant had to be kept running. This resulted in a huge amount of gas being wasted. If the factory is running, 46 MMCFT of gas is required daily. And if the plant is kept running while closed, 6 to 7 MMCFT of gas is consumed. The ammonia produced is released into the air. Which is a serious threat to the environment, experts said.
It has been alleged that Chittagong Fertilizer Limited has looted crores of taka by promoting incompetent people to non-technical posts including CUFA recruitment, transfer tender trade.
Mizanur Rahman joined Chittagong Fertilizer Limited as MD on January 1, 2023. After joining, he appointed 14 additional part-time (daily basis) teachers by taking a bribe of 3/4 lakh taka, despite being a full-time teacher in CUFL schools and colleges. He also appointed four people on a contractual basis, including the former MD, in the ammonia plant at the fertilizer factory. They are Abu Jamal Sarkar, the former MD of CUFL. He is currently working as a specialist. Former chemist Tajul Islam, former chemist Chandra Nath Sarkar, Mahfuzur Rahman are working as specialists.
Four people were appointed on a contractual basis in the urea plant, they are Golam Rabbani, Abu Sayeed, Moniruzzaman and Firoz Alam. Apart from this, at least 30 former officers, technician operators are working in special positions.
According to CUFL sources, both the MD of CUFL and the Chairman of BSEC were appointed during the fascist government. Both of them are non-technical. MD Mizanur Rahman was dismissed while he was MD of Sylhet Shahjalal Fertilizer. After being suspended for a long time, he joined Chittagong Anwara Rangadia Dia Ammonia Phosphate Plant (DFCL) MD on the recommendation of the investigation committee with a compensation of 1 crore taka. On January 1, 2016, Mizanur Rahman said that Chittagong Fertilizer Limited expired in 2007 due to various mechanical faults.
The company is running, but the machines are frequently shutting down due to old age. I am afraid that during production it will shut down again. I am trying to make fertilizer production regular from October by adding some repair parts. In the meantime, the factory was shut down four times due to mechanical faults. We started it again and from October to this December, 31 thousand metric tons of fertilizer were produced. He informed about the retired officials as experts and they have been appointed due to the need.
